Earlier this month the Environmental Protection Agency (EPA) proposed a rule to limit states’ abilities to block natural gas pipelines under the Clean Water Act that could benefit natural gas generation if finalized and upheld. As with the proposed Williams and Constitution pipelines, states like New York have used requirements under the Clean Water Act to block gas infrastructure expansion.
